    Ⅰ. 제목: 식품검사제도 효율화 방안에 관한 연구
    Ⅱ. 연구개발의 목적 및 배경
    1. 연구목적
    이 연구의 목적은 날로 확대되는 여러 종류의 식품안전 수준을 제고하기 위한 한 방법으
    로 예산, 인력이 많이 소요되는 식품안전 검사제도를 효율화하여 검사업무의 효율성을 극대
    화하기 위한 방안 도출이며, 지난 3년간 부적합 처분 결과를 분석하여 검사품목과 검사항목
    을 조정함이 이 연구의 세부목적임.
    2. 연구배경
    ○ 1995년 WTO 출범 이후 각국의 식품안전은 전 세계적인 공통과제가 되고 있으며, 자
    국의 식품안전수준을 제고하기 위하여 여러 가지 제도 도입 및 개선을 도모하고 있음.
    ○ 식품안전수준을 제고할 수 있는 여러 제도 중 가장 중요한 제도가 바로 식품검사제도
    로 검사제도는 다른 제도와는 달리 시기적으로 검사품목, 검사항목에 관한 시의성 있
    는 제?개정이 반드시 필요한 제도임.
    ○ 2000년 이후 변화된 식생활 등에 기인하여 지난 3년간 수검검사결과를 분석하여 부적
    합 처분을 많이 받은 품목, 검사항목을 대상으로 기존의 검사품목, 검사항목을 조정하
    여 실시한다면 식품검사제도의 효율화를 도모할 수 있을 것임.
    ○ 또한 우리나라 식품검사제도 효율화를 위하여 일본의 검사명령제도 등 선진화된 제도
    를 도입하기 위한 적극적인 검토가 필요한 실정임.
    ○ 향후 우리나라가 처해있는 식품분야 개선을 위하여 현재 중복된 법령, 조직에 관한 효
    율화를 위한 심도 있는 제도 및 관련 법령의 검토가 요망됨.
    Ⅲ. 연구개발의 내용
    1. 식품검사제도의 실시 현황 및 문제점 파악
    ○ 첫째, 현재 적용되고 있는 수출입식품의 검사제도 현황 파악
    ○ 둘째, 검사제도 관련 규정 검토
    ○ 셋째, 현행 검사제도의 문제점 파악
    2. 선진 외국의 식품검사제도 실시 현황 파악 및 정책적 시사점 도출
    ○ 첫째, 일본, 미국, EU 등의 식품검사제도 현황 파악
    ○ 둘째, 국내 식품검사제도 개정에 적용할 수 있는 제도 검토 및 정책적 시사점 도출
    3. 부적합 처분 품목 및 위해중심 검사항목으로의 개정
    ○ 첫째, 최근 3년간 식품검사결과 분석 및 부적합 항목, 식품 등 분석
    ○ 둘째, 식품검사제도 항목, 품목 개정안 도출
    4. 검사제도 효율화 방안 마련
    ○ 첫째, 검사관련 항목, 품목 조정
    ○ 둘째, 외국의 제도 중 도입가능 제도 검토
    ○ 셋째, 항목조정 등에 필요한 관련 법 제?개정 방안 모색
    Ⅳ. 연구방법
    1. 기존자료, 문헌 고찰 및 분석
    - 우리 나라 식품위생법 및 일본 등 외국의 관련 법을 검토하여 bench marking할 수 있
    는 부분을 파악하고, 식품검사제도와 관련된 국내외 기존 관련 연구 보고서 검토하며,
    부적합 처분결과 분석을 위하여 부적합 실적과 관련된 자료를 수집, 분석하고, 외국의
    현황을 상세히 파악하기 위하여 인터넷 검색 및 외국제도에 관한 기존 보고서를 수집,
    정리함.
    - 분석한 자료는 최근 3년간(2000년 7월부터~2003년 6월까지) 6개 지방식품의약품안전
    청, 각 시?도 보건환경연구원 및 식품위생검사기관에서 806,389건(미생물권장규격, 수입
    식품검사 제외)의 식품 등을 검사한 실적임.
    2. 관련 회의 개최
    - 학계 등 관련 전문가들과 Brain Storming을 위한 정책간담회의 및 연구진, 식약청 담당
    자들, 외부연구진과 연구추진 과정상 현안에 관한 수시 간담회의를 개최함.
    3. 외부 전문가 원고 청탁
    - 선진 외국의 식품검사제도 관리 및 운영현황을 파악하기 위하여 외부 전문가들에게
    원고를 청탁하여 외국의 최신 현황을 정리하고, 정책적 시사점을 도출함.
    4. 선진 외국의 검사제도 운영 자료 수집 및 현장 견학
    - 일본의 검사제도 현황과 최근 관련법의 개정 사항을 파악하기 위하여 일본의 동경도,
    식품위생협회, 국가식품안전위원회 등을 방문하여 식품검사제도에 관한 의견 개진 및
    관련 자료를 수집하였음.
