초록
    우리 나라에서는 매년 1조 6천억 원 이상의 농산 식품이 미국, 일본 등의 국가로 꾸준히
    수출하고 있다. 이중 가공식품이 수출량의 약 85%, 수출액의 약 64%를 차지하고 있다. 수
    산식품의 경우에도 해마다 1조 8천억 정도의 수산물이 수출되는 것으로 보아 상당히 많은
    양이 수출되고 있는 것으로 추정된다.
    지금까지 수출국 정부의 수출식품 관리는 수입국 정부가 인정하지 않으면서 수출증명서
    등 수출식품 관리가 국제적으로 활성화되지 못하였으나, Codex의 지속적인 노력과 함께
    지역경제공동체가 구축되고 국가간 무역장벽의 제거가 꾸준히 추진되고 있다는 점을 고려
    해볼 때 중장기적으로는 국가간 무역에서 수출증명서가 중요한 역할을 할 것으로 기대된
    다.
    미국에 수출한 식품의 경우 주로 가공식품, 특히 과자류와 음료류에서 많은 부적합(전체
    부적합 식품의 46.8%, 식품별 기준 및 규격 대상 식품의 63.4%)이 많이 발생하였다. 식품
    안전보다 표시, 행정절차 등의 이유로 부적합 판정을 받은 경우가 전체의 2/3를 넘었다.
    일본에 수출한 식품의 경우 미국보다 전체 부적합 식품에서 차지하는 비가공 농?임?수산
    식품의 비율이 47.2%로 상당히 높았다. 부적합 원인은 안전과 직결된 경우가 거의 대부분
    을 차지하였으며, 행정 절차나 표시는 매우 미미하였다.
    체계적인 수출식품 관리를 위해서는 식품 현황을 구체적으로 파악하는 것이 매우 중요
    하다. 수출식품 DB를 구축함에 있어 관세청의 수출신고필증 양식에 식품코드란을 추가하
    는 것이 가장 효과적인 방안이다. 수출신고필증 양식 개정이 어려운 경우 대안으로 제조자
    통관고유보호 등을 활용해서 관세청의 수출신고필증 DB를 재가공하여 필요한 정보를 얻
    어내는 방안이 있다.
    통상적으로 위생증명서에는 분석증명이 포함되고 제조증명서와 위생증명서의 구분이 명
    확하지 않다는 점을 고려해서 위생증명서, 제조증명서, 위생분석증명서를 위생증명서로 통
    합할 필요가 있다. 또한 식품위생법을 준수하고 식용으로 적합한지 여부를 확인하기 위해
    분석시험 및 현장점검을 병행하는 것을 고려해볼 필요가 있다.
    현행 수출증명서 제도의 경우, 식품위생법이 아니라 식약청 직제에 대한 대통령령에 법
    적 근거를 두고 있어 위?변조 관리, 수수료 부과 등에 어려움이 예상된다. 식품위생법 개정
    이 필요하나 이를 위해서는 많은 시간이 소요되므로 우선 지침의 형태로 수출증명서 관리
    기준을 마련하고, 향후 식품위생법 개정시 해당 조항을 삽입하는 것이 적절하다고 판단된
    다.
