초록 본 연구는 급변하는 중소기업의 시장환경 변화에 대응해 현 정부 부처별 중소기업 지원사업에 대한 지원대상 중소기업의 정책 만족도 조사방법의 고도화 방안을 제시함으로써 정책자금 지원성과의 효율성을 제고함과 동시에 정부 부처간 지원사업의 중복성을 해소하기 위해 진행되었음.

특히 최근 코로나 감염병 상황을 겪으며 국내 중소기업은 각 업종별로 내·외부 경영환경이 상이하게 변하고 있으며, 특히 디지털 기술을 통한 비대면 서비스시장이 급속히 확대되고 있어 이러한 환경변화에 발맞추어 현행 중소기업 지원정책의 효율성 제고를 위해 정부지원정책체계의 개편이 요구되는 실정이며, 이러한 중소기업 주변 환경변화에 따른 해외 주요국의 중소기업 지원정책 동향을 분석함으로써 국내 중소기업 지원정책체계의 개편을 위한 시사점을 도출할 필요가 있음.

더불어 현행 정부의 중소기업 지원정책이 소관 부처별로 상이하게 진행되고 있어 지원정책의 중복성에 따른 정책 실효성 저하문제를 해결하기 위해 정부 부처별 지원정책 현황을 파악하여 지원정책의 중복성을 해소함으로써 재정 효율성을 높이고 지원대상 중소기업에 대한 실효성 있는 정부지원정책의 재설계 필요성이 높음.

이러한 문제점들을 해결하기 위한 방안의 하나로 본 연구에서는 현행 중소기업 지원사업 만족도 조사방식을 고도화할 필요가 있으며, 최근 IT 기술의 발전 및 개인정보 보안기술의 발달에 따라 중소기업 지원사업 만족도 조사방식으로 웹게임방식의 설문조사를 도입할 것을 제안하였음.

이를 위해 2000년부터 본격적으로 추진되어 온 정부의 중소기업 지원사업에 대한 만족도 조사방식의 효율성을 제고하기 위해 기존의 현장방문 및 전화 등을 통한 면접형 조사방식의 문제점을 분석하고 변화된 기술 및 경영환경에 적합한 온라인을 통한 이메일 설문조사 방식을 이용한 사업만족도 조사방식의 고도화방안을 제시하였음.
