□ 2014년 모디 정부 출범 이후 높은 성장률을 유지하고 있는 인도는 세계 6위 경제대국으로 부상했으며, 풍부한 양질의 인적자원 및 부존자원을 바탕으로 최근 다양한 개혁개방 정책을 적극적으로 전개하면서 협력 필요성이 높아지고 있음. - 인도는 2014년 이후 중국보다 높은 평균 7%대의 고성장을 시현, 그 결과 2017년 인도 명목 국내총생산량은 2조 6,110억 달러를 기록하며 영국에 이어 6위를 차지 ? 이러한 고성장세가 향후 지속될 경우 2024년을 전후해 인도의 GDP는 5조 달러를 달성, G3로 부상할 가능성이 높음.(IMF 전망) - 인도의 인구는 약 13억 으로 중국에 이어 세계 2위 수준으로 특히 생산가능 인구 비중이 60% 이상을 차지하고 있으며, 질적으로도 개선되고 있음. ? 인도의 인구는 꾸준히 증가해 2024년 이후 중국을 제치고 세계 1위 인구대국으로 부상할 것으로 예상, 또는 생산가능 인구 비중 역시 2050년 까지 지속 증가하면서 인구보너스 효과를 누릴 것으로 전망 ? 인도 인적자원의 질적 수준 역시 꾸준히 향상되고 있는 상황, 특히 교육의 질, 직업훈련, 근로자의 기술 및 노하우 수준에서 비교적 높은 평가를 받고 있음.(2017년 WEF 인적자원 평가) - 이밖에 석탄, 철관석 등 자원매장량이 세계 3~4위 수준으로 풍부하고, 비옥한 토지와 다양한 기후 조건으로 농산물 생산 및 가공이 가능한 여건임. ? 인도정부는 인도가 보유한 부존자원을 효율적으로 개발, 활용하기 위해 외국인투자를 적극 도모 - 또한 인도 정부는 국가발전을 위해 메이크인 인디아(제조업 육성), 디지털인디아(디지털 경제화, 4차 산업혁명), 스타트업 인디아(혁신스타트업 육성), 스마트시티(인프라, 4차 산업혁명) 등을 추진 중이며, 세부사업 추진에 필요한 외국인투자 유치를 위해 각종 규제 완화, 투자환경 개선 등 개혁 정책 추진에도 적극적 □ 인도의 높은 잠재력과 전략적 가치에도 불구하고 우리나라의 대인도 경제협력은 인도 시장 내 경쟁상대인 일본, 중국에 비해 기대에 미치지 못하는 수준 - 2010년 한-인도 CEPA 체결에도 불구하고 최근 몇 년간 우리나라의 대인도 교역 및 투자는 정체된 상황, 그 결과 교역 부문에서는 중국에 크게 뒤쳐지고 투자 부분에서는 일본과 중국 사이에서 고립 - 또한 인도 ODA정책의 영향으로 그동안 우리나라의 대인도 ODA는 일부 분야에 한정, 그 결과 ODA를 대인도 경제협력의 전략적 수단으로 활용하고 있는 일본과 큰 차이를 보임. ? 일본은 ODA를 활용해 인도와의 경제협력 범위와 규모를 확대하면서 자연스럽게 자국 기업들의 진출을 유도, 이는 일본과 우리나라 기업의 대인도 진출 격차가 점차 확대되는 요인으로 작용 □ 또한 일본이 체계적인 추진체제를 구축해 전략적으로 인도와 경제협력 관계를 강화하고 협력 사업을 구체화하고 있는 반면, 우리나라는 실질적인 추진체제 미비와 전략 부재로 인도와의 경제협력 강화의 한계에 직면 - 일본은 인도와의 정상회담 정례화 및 분야별 협력채널 구축, 양국 비전 공유, 그리고 ODA를 기반으로 한 협력사업 확대와 자국기업 진출 지원에 적극적으로 나서면서 오랜 기간 인도와의 긴밀한 경제협력 관계를 유지하고 있음. ? 양국 간 전략적 긴밀한 협력 관계를 바탕으로 일본은 스마트시티, 일본 전용공단, 산업회랑 등 인도의 주요 개발 사업기회를 적극 활용해 일본 기업의 진출 확대를 도모 □ 우리나라는 신남방 시대 인도와의 긴밀한 협력관계 구축을 위해 ‘3P 플러스’원칙을 바탕으로 ‘한-인도 미래공동체(가칭)’구상을 전개할 필요 - 3P 원칙, 즉 사람(People), 평화(Peace), 번영(Prosperity)은 인도의 국가 비전 및 국정과제, 가치외교 전략과 매우 상통하기 때문에 양국 경협비전 및 과제, 전략 방향을 설정하고 공유하는데 가장 적합한 공동체 원칙으로 활용 - 더불어 양국 모두 4차 산업혁명 대응에 큰 관심과 역량을 보유하고 있어 해당 분야 경협강화를 위해 기존 ‘3P’를 ‘3P 플러스’로 확장해 지향할 필요 - ‘3P 플러스’원칙을 기반으로 한 ‘한·인도 미래공동체 구상’의 비전과 방향을 설정한다면, 인도의 경제외교안보적 중요성을 대내외적으로 인정하고 양국관계를 격상시켜 협력분야를 보다 확대할 수 있는 전기가 될 것으로 기대 □ 또한 ‘3P 플러스’원칙 기반으로 양국 주요협력 과제를 개발하고 이를 추진하기 위한 세부 방안과 전략을 마련해야 할 것임. - ‘사람(People) 공동체’를 위한 과제 ? 양국 정상회담을 정례화해 협력의 핵심 동력으로 삼고, 부처 및 분야별, 협의체별로 유기적이고 지속가능한 협력 체제를 정비할 필요 ? 양국 기업인, 전문인력, 문화 및 예술인 등이 활발히 교류할 수 있도록 비자문제 해결 및 직항편 증설 등이 필요, 또한 대중문화, 스포츠, 교육 분야 교류를 활성화해 양국 이미지 개선을 도모할 필요 - ‘상생번영(Prosperity) 공동체’를 위한 과제 ? 양국에 모두 이익을 줄 수 있는 방향으로 한-인도 CEPA개정을 추진할 필요, 특히 우리기업의 대인도 진출 확대를 통해 인도가 우려하는 교역 불균형 문제를 해소하고, 또한 인도 전문인력이 한국에 보다 많이 진출할 수 있도록 여건을 개선하는 방안이 논의 되어야 할 것임. ? 인도 내 한국형 제조업 중심 스마트시티 개발을 Team Korean* 형태로 추진할 필요, 이를 통해 우리기업의 대인도 진출을 지원하는 한편 인도가 원하는 산업화, 스마트화, 고용창출에도 기여해 양국 상생번영 실현 * 양국 정상 간 약속한 100억 달러 금융패키지, 기진출 혹은 진출 예정기업, 공공기관, 정부의 역량을 패키지화한 형태 ? 한·인도 미래전략비전그룹을 통해 양국 간 신기술, 신산업 분야 협력을 확대할 필요, 특히 양국 모두 관심이 높고 충분한 역량을 보유한 사물인터넷, 빅데이터, 스마트제조 중심으로 협력기회를 적극 모색 ※ 한국형 제조업 중심 스마트시티 사업의 경우 위 언급한 4차 산업혁명 핵심기술을 활용할 수 있는 대표적인 분야로, 양국이 보유한 관련 경험과 재원, 기술역량을 결집해 ‘플래그십 협력사업’으로 추진할 필요 - ‘평화(Peace) 공동체’를 위한 과제 ? 비전통 안보 분야에서는 양국 간 대테러, 마약, 사이버 위협, 항공우주 및 방산 분야 협력을 강화해 대중국 견제는 물론 아시아 역내 안정 및 평화에 적극 기여 ? 기존 4강 중심의 아시아 태평양 지역 영향력을 분산, 조화시키기 위해 인도와의 외교안보협력을 강화할 필요, 일환으로 외교국방 분야 2+2 조기 개최 및 경상 등을 검토할 필요 □ 2018년 7월 10일로 예정되어 있는 VIP의 첫 방인을 계기로 양국 간 경제협력을 강화하기 위해 가장 신속하게 정비가 필요한 우선과제들을 아래와 같이 제안함. - 1) 추진체제 정비 제안: ? VIP의 첫 방인을 시작으로 양국 정상회담을 정례화하고, 이를 기반으로 예하 민관 협의체들이 유기적으로 작동해 양국 협력 사안이 장기적, 안정적으로 지속가능하게 추진 될 수 있는 협력 추진체제를 구축할 것을 제안 ? 또한 이번 한인도 정상회담을 통해 그동안 전무했던 ‘한-인도 협력비전’을 공유해 양국 간 공유가치, 협력의지 및 방향, 목표 및 과제, 기간 등을 확정하기를 제안 ? 정부 및 민간 협력체간 유기적 교류 및 협력을 조성하고 연결하여 협력의 시너지를 증폭시키는, 일종의 허브(hub) 및 협력 중추경로(core channel) 기능을 하는 ‘한·인도 협력센터’설립을 제안 - 2) 한·인도 협력기금 조성 제안: ? 인도와의 경제협력 잠재력이 높음에도 불구하고 양국 간 협력기금은 전무한 상황, 아세안 수준의 ‘한·인도 협력기금’을 조성해 인도와 구체적인 사업추진을 확대하기 위한 수단으로 활용할 것을 제안 ? 필요시 별도의 ‘한·인도 CEPA 협력기금’을 조성, 운영하고, 이에 대한 내용을 CEPA 개정 시 협정문에 명시하는 것도 고려할 필요 - 3) 중(中)경협 위주의 한-인도 협력사업 적극 발굴 및 추진 제안: ? 우리나라의 현실적인 개발역량과 경험, 자금규모 등을 고려해 대규모 보다는 인도가 필요로 하는 분야를 중심으로 중소규모의 협력 사업을 적극 발굴해 추진할 것을 제안 ? 특히 우리나라 기업이 함께 진출할 수 있는 중소규모의 제조업 스마트시티나 대규모 스마트시티 개발 시 파생되는 스마트 그리드, 상수도, 폐기물, 교통시스템 등 별도의 부수사업 기회를 적극 모색할 필요 - 4) 소(小)다자협력체제 구축 제안: ? 인도를 비롯한 남아시아와 동남아시아 접경지역과의 초국경 소다자협력 활성화를 위해 인도와 공동으로 ‘한국-남아시아-동남아 소다자협력체제’를 구축, 주도할 것을 제안 ? 인도와 공동으로 소다자협력 활성화를 주도하기 위해 한-아세안 메콩협력기금과 유사한 수준으로 ‘한-빔스텍 협력기금’조성하고 장관급회담을 정례화 할 것을 제안

 - 3P 원칙, 즉 사람(People), 평화(Peace), 번영(Prosperity)은 인도의 국가 비전 및 국정과제, 가치외교 전략과 매우 상통하기 때문에 양국 경협비전 및 과제, 전략 방향을 설정하고 공유하는데 가장 적합한 공동체 원칙으로 활용

 - 더불어 양국 모두 4차 산업혁명 대응에 큰 관심과 역량을 보유하고 있어 해당 분야 경협강화를 위해 기존 ‘3P’를 ‘3P 플러스’로 확장해 지향할 필요

 - ‘3P 플러스’원칙을 기반으로 한 ‘한·인도 미래공동체 구상’의 비전과 방향을 설정한다면, 인도의 경제외교안보적 중요성을 대내외적으로 인정하고 양국관계를 격상시켜 협력분야를 보다 확대할 수 있는 전기가 될 것으로 기대

□ 또한 ‘3P 플러스’원칙 기반으로 양국 주요협력 과제를 개발하고 이를 추진하기 위한 세부 방안과 전략을 마련해야 할 것임.

 ? 양국 정상회담을 정례화해 협력의 핵심 동력으로 삼고, 부처 및 분야별, 협의체별로 유기적이고 지속가능한 협력 체제를 정비할 필요

 ? 양국 기업인, 전문인력, 문화 및 예술인 등이 활발히 교류할 수 있도록 비자문제 해결 및 직항편 증설 등이 필요, 또한 대중문화, 스포츠, 교육 분야 교류를 활성화해 양국 이미지 개선을 도모할 필요

 - ‘상생번영(Prosperity) 공동체’를 위한 과제

 ? 기존 4강 중심의 아시아 태평양 지역 영향력을 분산, 조화시키기 위해 인도와의 외교안보협력을 강화할 필요, 일환으로 외교국방 분야 2+2 조기 개최 및 경상 등을 검토할 필요

□ 2018년 7월 10일로 예정되어 있는 VIP의 첫 방인을 계기로 양국 간 경제협력을 강화하기 위해 가장 신속하게 정비가 필요한 우선과제들을 아래와 같이 제안함.

 - 1) 추진체제 정비 제안:

 ? VIP의 첫 방인을 시작으로 양국 정상회담을 정례화하고, 이를 기반으로 예하 민관 협의체들이 유기적으로 작동해 양국 협력 사안이 장기적, 안정적으로 지속가능하게 추진 될 수 있는 협력 추진체제를 구축할 것을 제안

 ? 또한 이번 한인도 정상회담을 통해 그동안 전무했던 ‘한-인도 협력비전’을 공유해 양국 간 공유가치, 협력의지 및 방향, 목표 및 과제, 기간 등을 확정하기를 제안

 ? 정부 및 민간 협력체간 유기적 교류 및 협력을 조성하고 연결하여 협력의 시너지를 증폭시키는, 일종의 허브(hub) 및 협력 중추경로(core channel) 기능을 하는 ‘한·인도 협력센터’설립을 제안
 - 2) 한·인도 협력기금 조성 제안:

 ? 인도와의 경제협력 잠재력이 높음에도 불구하고 양국 간 협력기금은 전무한 상황, 아세안 수준의 ‘한·인도 협력기금’을 조성해 인도와 구체적인 사업추진을 확대하기 위한 수단으로 활용할 것을 제안

 ? 필요시 별도의 ‘한·인도 CEPA 협력기금’을 조성, 운영하고, 이에 대한 내용을 CEPA 개정 시 협정문에 명시하는 것도 고려할 필요

 - 3) 중(中)경협 위주의 한-인도 협력사업 적극 발굴 및 추진 제안:

 ? 우리나라의 현실적인 개발역량과 경험, 자금규모 등을 고려해 대규모 보다는 인도가 필요로 하는 분야를 중심으로 중소규모의 협력 사업을 적극 발굴해 추진할 것을 제안

 ? 특히 우리나라 기업이 함께 진출할 수 있는 중소규모의 제조업 스마트시티나 대규모 스마트시티 개발 시 파생되는 스마트 그리드, 상수도, 폐기물, 교통시스템 등 별도의 부수사업 기회를 적극 모색할 필요

 - 4) 소(小)다자협력체제 구축 제안:

 ? 인도를 비롯한 남아시아와 동남아시아 접경지역과의 초국경 소다자협력 활성화를 위해 인도와 공동으로 ‘한국-남아시아-동남아 소다자협력체제’를 구축, 주도할 것을 제안

 ? 인도와 공동으로 소다자협력 활성화를 주도하기 위해 한-아세안 메콩협력기금과 유사한 수준으로 ‘한-빔스텍 협력기금’조성하고 장관급회담을 정례화 할 것을 제안
