초록 ○ 북한의 특장점을 활용하는 방식의 남북한 간 과학기술 및 ICT 협력을 실현하기 위
해 북한의 특성을 보이는 고유기술 및 상대적 강점기술 테마를 도출함.
- 북한의 학술지, 보도자료 및 웹자료 등에 나타난 주요 연구개발 성과 446개를
도출
- 북한에서의 강조 정보, 중복 횟수 및 문헌 수중 등을 종합하여 중점 분석 대상
40개 기술을 선정
○ 북한 기술에 대한 기술가치 및 등을 분석하여 남북 협력의 유망 아이템으로 활용
방안을 강구함.
- 중점 분석 대상 기술 40개에 대한 문헌 추적, 동향 파악 및 북한 국정지표와의
연관도 등을 조사함.
- 해당 기술에 대한 북한의 주요 R&D 기관을 조사하여 향후 협력 대상 기관의 파
악을 가능케 함.
- 북한이 주력 개발하는 주목할 만한 북한의 고유 기술, 중점 기술 중 능동형 전
기보일러, 지하초염수, 피뢰기 나노 다이아몬드 분말 등에 대해 중점 기술수준
평가 등을 실시함.
○ 북한 과학자들의 국제학술문헌으로 북한과학기술의 이머징 트렌드를 분석함.
- 국제학술문헌에 나타난 북한 기술의 동향을 파악함. : 시기별 저자, 기술 등과
함께 키워드 트리, 저널을 이용한 매크로 분석 등을 함.
○ 북한 특구/개발구 현황 분석과 남한의 산-학-연과의 협력체제 구축 방안을 제시함.
- 북한의 특구, 개발구 활용 남북의 산학연 협력 방안과 함께 남한의 R&D 기관의
북한 특구/개발구 참여 가능성 및 방안을 제안함.
○ 북한의 고유기술 및 강점 기술을 통한 남북 협력의 가능성에 대한 분석과 함께 북
한의 인력 양성 관련 협력 방식을 적용, 제안함.
- 력한 대북제재로 인해 교류협력이 어려운 상황에서 대안적인 사업으로서 교육
(인력 양성) 및 지식 교류의 장이 되는 지식공유사업(KSP)을 적용, 검토함
